Depends. Is the compressor turning with the AC on? If the compressor is
turning but blowing hot, does the air get hotter when the temperature
thumbwheel is set Hotter? Could be a blown monovalve that is letting hot
water into the heater core and the AC can't overcome that many BTUs being
dumped into the cabin.
