The problems come when you buy a 1976 or newer model year  vehicle from a 
non-carb state or from out of the country.  My car was  federalized in 
California in 1986 and was registered in California from 1986  until 2004 when it 
went to Oregon.  Now I have brought it back into the  state and the DMV is 
making bad noises.  I am going to pay the use tax on  it and just work on it 
for a while.  Then when I am ready I will transfer  the title and get her 
smogged and registered.  Right now ALL California  cares about is collecting 
the use tax.   LOL

lot of extra work along with saving me some potential  mistakes!
