Your welcome Frank, just passing on the help I have received.  

There is one more thing (loophole) on the application of the smog rules that is not well known.

The smog czar's do not care as long as the vehicle is titled and registered as a 1975 or older.  

I had a Mercedes 250S with a 1980's S10 engine in it.  I called it my Merchevy.   No smog required because the "car" was older than 1976.

    The problems come when you buy a 1976 or newer model year vehicle from a non-carb state or from out of the country.  My car was federalized in California in 1986 and was registered in California from 1986 until 2004 when it went to Oregon.  Now I have brought it back into the state and the DMV is making bad noises.  I am going to pay the use tax on it and just work on it for a while.  Then when I am ready I will transfer the title and get her smogged and registered.  Right now ALL California cares about is collecting the use tax.   LOL
