Hi Josh,
Well a frozen motor would create some resistance as in a short and I'd
think blow the fuse. An open would leave the duse intact and just kill
the motor. So, somewhere there is an open in the circuit based on what
Camran described. I'd think the stalk would be flaky before just
dropping out but, don't have much experience with that.
So, I think it is safe to say the linkage is intact. I suspect that
good looking fuse is the problem at this point as is so often the case
on the fuses if not routinely replaced 1 X every 10 yrs or so.
