Hi Rick;

What you saw was the citi-light feature on a set of euro headlamps vs. 
the default US DOT headlamps.  By the way they have a much better 
lighting pattern on the street at night as well.  I have mine set-up to 
provide a cool blue tint vs. the typical amber which is an indication of 
the original factory bulb with years of use on it.
