Hi Jack:
Sounds like you just need to find a shop that can do the routine checks
for you. Have the shop road test the car with you so they can
experience what you describe.
Whatever it is it does not sound good or safe. You mention the
suspension was checked but, did you have the rumble complaint at the
time you brought the car in or did you notice it after they made their
cursory checks? If they road test they will have to dig further once
they feel that rumble as you describe.
I'd have the wheel removed and the bearings/spindle checked for play,
and if the tire does have a slipped belt they should be able to see this
on a wheel balancing machine as it rotates as well as any wheel damage
(cracks along the lug bolts, cracked edge to the rim, etc.) to either
the inside or the outside.
