Tom, In general belts shouldn't "move" much more than 1/2 an inch or so when you push down on them. You don't want them too tight or too loose. Out of curiosity, how do you know the idler pulley was seized? Unfortunately this sounds all too similar to an ordeal I had, I can tell you offline how it got resolved in the end and what the problem was if you are interested.
