Some are, some aren't - just like used car salesmen and parts vendors. Keep
in mind that the cheating that was prevalent in the 80s and into the 90s on
imported cars made the government introduce the myriad of regulations now
enforced. Some RIs weren't doing it right, and a lot of "citizens" did all
they could to bypass the requirements, so our wonderful government stomped
on the miscreants and gave us the system we have today. I think there are
eight companies left that will import from non-Canadanian locales.

The Bilstein engine flush is the BEST thing one can do to a car. The
results are truly unbelievable. I have seen Jap cars that were nothing
but sludge turn into brand new cars.

You can flush them anytime. I have owned one and the results are
awesome. It didn't matter if the car had 200,000 mile on it. You get a
perfectly clean engine.

Pat Goss (has a radio car show, a tv car show, and appears on other tv
car shows periodically) recommends engine flushes every 30k miles (I
think, might be different interval), BUT he says if you've gone
significantly longer than that without a flush then you should NOT get
an engine flush. Considering that the shop he runs offers engine
flushes, I'm thinking at the very least he's right on the second part.

Interesting...well back in the day Pat Goss did suggest oil additives
(something he is vehemently against nowadays) so I guess he makes his
share of mistakes. Basically his argument was that all you end up doing
is moving a bunch of sludge around, exposing leaks and exposing the
engine to the caked on stuff that would have otherwise not been a
factor.
