Let me publish my record for 23 units then:

Proof game in 10.5 moves.

There's a variation with 22 units by removing Qf4.

21 units: 10.0 moves (François, to be published)

24 units: 13.0 moves (Unto, Retros mailing list)
25 units: 15.5 moves (Unto, to be published)
