First black takes back a move, then white takes back a move, and instead delivers mate.
So what you're looking for is a position in which
(a) White can deliver mate.
(b) White plays another (legal) move, and then black plays (again a legal move), resulting in the diagram position.

Yes. Or a pawn could be added, so that it makes black to move, and black mates next. And the colour of the pawn to be added can be black or white.
