[Retros] 'round-the-cylinder castlling by default!

All four types of castling should be permitted when the Vertical Cylinder
cylinder is used.  No extra stipulation is needed!  A reborn rook may castle
in Circe.  A reborn King may castle again (and again!) in Anti-Circe.  The
combination of a fairy condition with the orthodox rules should indeed
create new effects in this way.

I believe Pascal Wassong was the one who sent in the cook, and indeed it
should be looked on as a cook.  The fix was no problem for the composer, and
solvers were able to find the solution despite the 'weird' castling move.
