If you do not reinstate the headlight beam vacuum height control, you can disable the system either by connecting to full vacuum to the headlights as you say, or by removing vacuum by blocking the lines. Either way you can then manually re-adjust the headlights with the hex adjustments just like a "normal" fixed headlight the same as "normal" non-European folks do. Your self adjusting rear suspension should have NO affect on your headlight beam height whatsoever as it is supposed to be keeping your car level, right? You still have high and low beams, which then would be adjusted properly.
"Normal" people (North Americans, for example) who occasionally stash bodies in their boot/trunk in their non-self-leveling suspension equipped cars certainly DO have a problem with their headlights becoming aimed too high as a result (often attracting unwanted attention at the worst possible time).
If your suspension works, you won't have that problem at all. And you will not be doing any modifications that can't be reversed.
