Cal, this still just seems to me that you have a bad ground wire somewhere. I haven't followed your troubleshooting closely, so please excuse me if you have already double checked all continuities, from all grounds and thru all pins in the light housing? Probably not the problem, but have you REPLACED all fuses (not just checked them)?

I do not think that the Euro switch would be any different than the NA switch (but I don't know for sure). Both should have the Standing Light positions (controlled left or right parking lights) - which shouldn't be playing any part in your problem.

The "pullout" portion of the switch merely activates the fog lights. There should be two detents in the pullout - the first detent turns on the front fog lights, the second (all the way out) turns on the rear foglight (which could be either the left, right or both rear fog lights, depending on which country the car was built for - most countries have just the one driver's side rear foglight).
