Dick has a good point... Yes, you do have the euro adjustable headlamps. Check if they are working. If they do not raise and lower the vacuum connection to that is accessable either from above with the instrument pod removed or from below with the upper footwell panel removed. Possibly the latter is easier.

This could also be the headlamp elevation control which is a controlled vacuum leak. Do you have the dial sitting next to thew headlamp switch designed for manual control of the euro headlamp reflectors??
