If it is at the speeds you indicate, more than likely

the lower ball-joints need to be changed. If it were

at lower speeds, it may be balancing & alignment.

After nearly 20 years, the cup is probably worn out.

My 91 SEC has a stering wheel/front end vibration at 60 to 70 mph thats
driving me nuts. When I first got the car three years ago it had been
sitting for a long time. I replaced the tires with Michine Premiacy and had
them load balanced at a MB Dealer. It feels like the typical wheels out of
balance.
