I had the same problem on my 560. After replacing the relay replacing the turn signal assembly with the problem only to return. What I found in my case that solved the problem. Was the terminal pins had some corrison in them where the relay itself plugs in. I cleaned the pins as best I could and have not had anymore problems.

I have a 1983 SEC. There is a relay in the fuse/relay box that controls the wipers. If you pull the relay the wipers will work at the higher speeds, but the low speed will not run. Maybe your relay is bad since you are having trouble with the low speed.
As a matter of fact, I am running my wipers now with the relay pulled because I have the problem that when my relay is in place the wipers run by themselves. You can be driving down the road and the wipers will just begin to operate. This will be my 2nd relay. The problem goes away for about 2 weeks after the relay is replaced then it comes back. If anyone has any insite to my problem also, I would also appreciate help.
