And, the government does it when a Kilometer vehicle is federalized.   The 
KPH Speedometer/Odometer is changed to a MPH Speedometer/Odometer.  The 
miles driven is calculated from the Kilometers on the KPH Odometer and the 
MPH Odometer is set to that figure.  What is good for the U.S.Govt should be 
good for us.

You are not falsifying the distance traveled just setting a new, replacement 
or imported odometer to the actual miles on the vehicle.

I used to sell motorhomes and never falsified or puffed anything ... 
probably why I wasn't a very good motorhome sales person.  LOL
