Gary,
Are you talking about the round part with two rubber hoses clamped onto
it, and the two pin electrical connector on the opposite end? That'd be
the idle air valve.
The cruise control actuator is also a VDO product, if I remember
correctly, but it has an arm with a ball at the end, and hooks to the
throttle linkage, and is likely located near the alternator, rather than
centered on the front of the engine like the idle air valve.
As to interchange, I don't know. I've heard a couple of accounts of
people having good results cleaning them of gunk, but I'm not sure just
how aggressive a solvent or cleaner I would use in one, as they're not
cheap.
