I think there is a switch in the middle console that activates that, so aside
from a small(!!) wiring job I would imagine it is doable.  Mines Doesn't have
one either and frankly I can't see the value unless you are hauling people
in the back seat a lot (which I don't -- and won't -- for now :-))

As to rarity,  I would guess that they exist in about 1 in 5 cars that I have
seen for sale.  Here (Germany) it is called "Heck-rollo" (rear Rolladen--another
word for shade, as Rolladens are used on house windows commonly here).
