Tom,
If the cold start valve is not working it will make the car hard to start cold. The cold start valve gets power from the fuel pump relay, via a signal from engine temp. The correct name is; starting valve part number 119 070 02 46. I would check the voltage at the plug in for the starting valve with the engine cold first, and the valve only gets power while the engine is cranking over (circuit 50, starting position at ignition switch) and not in the run position (circuit 15, on position at ignition switch).
