In the response there seems to be some mix up. The US Postal Service (USPS)  
is mentioned but then a reference is made to UPS which is a private  
organization, sometimes referred to as Brown, unaffiliated with the Post  Office. Both 
ship internationally but are very different. To which do the  references 
apply?
