I thought it was the same in most states but not N. Carolina. I purchased my
89 SEC from a woman near Raleigh. Her son did the transaction with me as she
is 83 years young and in a nursing home. The car was in storage at the family
estate and I do mean estate(wow). He got her to sign over the title ahead of
time and a notary witnessed, signed and stamped the title(required by law). I
thought I was now the new owner at that junction but not in the eyes of the
state. The local DMV refused to transfer the title saying the signature looked
written over.It wasn't. In order to get the car licensed I was told that I
would have to have the car bonded and physically inspected by a DMV inspector
to show the car was not stolen. Finally got the mess straightened out by
sending the title back to Raleigh for review by their theft team. They contacted
the notary and previous owner then after being convinced that the car was not
stolen did I get a new title. Trust me,It isn't the same everywhere.
