Certainly I'm not a genius, but it looks like the rear defroster
switch is fed by Fuse F14, which also serves several other items.
Possibly the tech who installed your sill lights got the hot lead for
the sill EL transformer from one of those circuits served by F14? One
of the circuits is the seat belt extender, which uses one of the door
jamb switches. That is probably the circuit the sill ties into, so
that the EL light lights when the door is opened.
