No, high beams are disabled.  That's why you need the vacuum adjust knob.

 

Headlights cost me about $900, Xenons were about $350, Vacuum and works was
another $100.

I have a set in my car that's been used for about 10,000 miles and converted
to Xenon HIDs.  I'll sell it complete with the xenon transformers, bulbs,
vacuum adjustment switch and vacuum lines.  Glass can be swapped with new
and it will look like brand new (it's currently still in good condition
anyway [Drakon.us]).

The US version wipers will not work. But I prefer the streamlined look
without the wipers anyway.
