The picture you sent looks like one of the earlier cabin temperature
sensors, performing the function that is now in the overhead console
above the rear view mirror.

No clicking. Cold air on startup. Cold enough to make my fingernails
hurt if I put them in the vents. As the engine warms up, warm air is
also felt, but different amounts from different vents. To the left of
the steering wheel are two vents. The bottom one blows cold until the
engine warms up, then just slightly cool. The top one leaks
cabin-temperature air until the engine warms up, then hot.
