Check your throttle switch.
There's a connector under an air hose and directly behind the cold start
valve which is behind the distributor.

As you can see the connector has 3 polls the center poll being common and
the outer polls being Throttle Closed and Throttle Wide Open.
Put an ohmmeter on the center poll and check the outer polls with the
throttle close and one should have continuity. With the throttle wide open,
check the other poll and that should have continuity.
If I recall correctly, with the engine running, disconnecting that connector
will increase your idle several hundred RPM. So maybe you throttle switch
is not closing at TC. This could be the switch, wiring or linkage..
