I agree with the other posters, this should be easy to diagnose!

Both headlights are on one vacuum circuit (i.e. if there's a leak in
the line, or one pipe is pulled out --
which happens easily during engine cleaning / maintenance -- both
lights will stop working). So, in all likelihood,
means a failure within the particular light (the vacuum pots).

I don't know if these can be fixed easily?
