Not quite clear on what you have there, Clay. Did you get the ash  
tray insert out, so that you can get at the two phillips screws  
behind? Or you can't get the insert out?

You may have luck just spraying electrical contact cleaner into the  
switch and then working the switch vigorously 25 or 50 times.
