[W126 Coupe] Licence plate help

I don't think you can just go around reporting people to their employer 
without exposing yourself to some sort of lawsuit.  Proper course of 
action, it seems to me, is to report to the police, which you've done 
to no avail so far.  Let's explore some more options, though.

First, what exactly is this guy doing?
