[W126 Coupe] Headlights Beam Height Adjustment Switch - not working(560 Euro)

My car has two fog lamps - this is fairly standard in South Africa (I  
guess our laws are different). Definitely not a later modification,  
or some
such event. Upon "second click" as you put it, the orange light in  
the middle of the pull switch comes on - which I guess is normal (to
indicate that the rear fog lights are indeed on).

I guess the only possibility is a wiring problem... Am I correct in  
assuming that the wiring are the ones visible if you pull off the  
rear side
panels (they just clip out) ? Does anybody here happen to maybe have  
a wiring diagram for these (there are screw-in connectors, which
looks like all the wiring going to the back of the car pass through)?
