You can check the operation of the vent modules without checking each 
module. Pull back the rug under the glvoebox (remove the screw) and you 
will see the vacum actuators. Try attaching a an operating vacum line 
or pump to each of the lines and you can see if each of the flaps opens 
or closes. if so, it isn't the vacum modules. maybe the pushbutton 
control unit or the vacume electric actuators, which I don't know how 
to diagnose, but I hear, easil  done.
