I had the same problem with my 88 560, after replacing the cat, and tuning 
the engine, and after 2 tests, it was disclosed on an unknown factor due to 
the vintage that the emmissons test for "1980" can be used for the tests, 
that is if you live in Ontario Canada. My 3rd. test then passed.
