Hi Jack;

The answer is that it depends on which of the two tank hoses you need to 
replace.  If it's the shorter length but, larger diameter hose that 
threads directly into the base of the tank, you'll need to drain the 
tank.  If it's the longer length but, smaller diameter hose that screws 
up on to the threaded stub from the tank with the banjo fitting, it can 
be done without draining the tank.  This smaller diameter hoses does 
have a tendency to break where it bolts up to the fuel filter and the 
steel tube on the end with nut fuse together from rust.
