Hi Jack:
Possibly the fuel pump relay as well. Very simple to test. Bring a
short piece of wire, 2 inches or so and trim the ends. Should be lamp
cord gauge such as 18 or 16 ga wire. Make a horse shoe shape so that
you can jumper across the two terminals in the fuel pump relay socket.
Steps would be pull (un-plug) the relay, then place the jumper across
terminals n and n. Try and start the car normally with no foot on the
gas. If it works, drive the beast home and order a new relay. If it
does not replace the relay and move on to other suggestions.

On your 89 SEC the relay should be located at or near N16/3 as seen in
the service manual photo below. The two sockets you need to jumper are
directly opposite each other. I do not know your socket configuration
so someone else will need to chime in.
