Absolutely!!
Use a green 3M scuffy pad and some ZAP tile and sink cleaner or get a can of
Bust Rust bolt loosener. 
Liquid wrench is too weak. 
Once it is clean, use either WD-40 or get a can of 
hand tool preservative and soak it. 
If the lobes or journal appear to be pitted from rust after cleaning,
then the cam is trash because the hardened surfaces have been comprimised.

Quick question.

A salvage yard owner gave me this camshaft for the passenger side a long
time ago, for free.  He suggested that I could get it polished to make it
usable, despite the rust.  

At first glance it looks like it is almost completely unusable, but is
polishing really something you can do to a camshaft that looks like this? 

Would it work if you are really careful and don't shave anything (too much)
