federal institution that can regulate laser is the FDA. The states of
course can make their own laws on laser jammers.

There are no FCC rules regarding laser jammers, only the FDA can
regulate laser, and it doesn't prohibit jammers. You must have not yet
come across a Blinder Xtreme. Jams everything short of the latest laser
Atlanta stealth according to speed measurement labs.
