Hey Richard,
The device you've been asking about is for later 500s with electronic fuel injection. The device is supposed to be tied into the signal wire from the hot wire mass airflow sensor to the ECU. It basically sends an altered signal to the ECU to make it think the engine is either getting less air (richer mixture) or more air (leaner mixture), depending on the value of the resistor. The ECU will only do what it is told to do by various sensors. If the signal from one of these is altered to send a different value, you can control how the engine performs as a result.
