Hi Richard:

That would likely be a slow leak on one of the vacuum diaphragms controlling
the defrost or center nozzle flaps.  It could also be a bad check valve
which is cross connected between these two vacuum elements.

Check for vacuum at the distribution valve on Red/White and Red/Blue to see
if with one plug,ed the other holds a vacuum.  Worse case you need the kit
from George Murphy.  Those elements are $60 each from MB.  Just as easy to
rebuild them with George's kit if you are careful not to break the plastic
clips on the vacuum barrels.
