In small towns in Ohio, it is a mayors court. You really don't need much
in the way of qualifications to be a mayor.

In New Rome the mayor and every other city official were related. In
Kirkersville everyone taking part in running the town lives on the same
street. 

Too many of these people (but not all) are on power trips. 

We should have a FAQ somewhere for driving through other states.
