That would be New Rome on the west side of Columbus which has lost its
police force since the Car & Driver story.

But your not safe yet. If you drive through central Ohio on I70 watch
out for Kirkersville on the east side of Columbus. They have 2 miles of
the freeway incorporated for their revenue enhancement program. They are
doing very well this year.
