I don't know of any way to tell. It does not get evacuated out. It can come out with a leak, otherwise it'd have to be flushed out.
You probably could overfill it, but it's not very likely. If you add to the coolant, and don't ever remember adding oil, add some. If you're a DIY'er and remember adding oil more than once, don't add any more.
A good indication, if you get oil oozing out whenever you hook up gauges or filling hoses, assume it is not low.
Be very sure which kind of oil you are supposed to be using. R12 wanted real oil. (as do the HC refrigerants)
R134 turns into evil spirits in contact with real oil.
