That's a drain hose for the AC air box.  There is one on each side, and it
is good insurance to replace them every few years.  Especially if you have
already disassembled everything.  Cheap, too.

It most likely is the tube to flow air to the rear duct on the console for 
the back seat.

While running the new wires for the new speakers, I came across a white
hose (well, shaped like a hose, but it was made out of foam and had a
coiled wire in it) on the bottom left side of the center console. What's
this hose for? Mine had a tear in it, it doesn't look easy to replace (I
couldn't see either end of it) so I just patched it with duct tape. It
seems to be involved with the climate control (when I would turn on the
climate control I would feel light airflow coming out of it).
