When you check the seating of the wires, look down into the wire ends with a
small penlight and make sure they are not eroded away from any internal
arcing.

As Dick said, the EHA is shot and should be replaced anyway..  As to whether
replacing the EHA will fix the hard starting problem, which can be caused by
fuel pressure.   The EHA regulates the internal fuel pressure of the fuel
distributor..  Maybe you’ll get 2 birds with 1 stone..
