Replace the EHA and follow Steve Botherton's guide to tuning the fuel system with a meter in series on the EHA circuit and Dan Landiss's duty cycle measurement on the diag terminal.  I followed your same path with seals first then saw the continued leak on the phenolic plastic block and purchased a new EHA.

Here is what you do know.  The EHA is shot regardless.  You may have other problems such as leaky injectors or vacuum leaks, etc.  Tackle the obvious first with a new EHA and then go from there.
