It is virtually impossible for FedEx or UPS to scan or x-ray all of their 
packages. It is also impossible for them to x-ray selected packages.

The sheer amount of packages that these companies carry each day is in the 
millions. How do you scan a million+ packages and get them routed and 
delivered on time? You don't. It would take thousands of x-ray/scanning 
machines and thousands of workers to man the machines. Now think of how 
slowly the packages have to go through the machine in order for someone to 
look at the contents...

And for someone to look at every package and try to select suspicious packages.

Impossible.
