[flow-tools] flow-cat time interval

The time interval filter in flow-cat only filters the files, not the
individual flows.  The format is free form, anything that getdate()
can parse.  An example would be 'December 12, 2002 5:13:21'

Use flow-nfilter to filter at the flow record granularity.
