[flow-tools] Filter option for flow-capture and flow-receive

flow-capture already supports filter definitions.
>From the flow-capture manpage:

-f filter_fname

Filter list filename. Defaults to /usr/local/netflow/var/cfg/filter.
-F filter_definition

Select the active definition. Defaults to default.
