I can tell you that the scope of services and bid announcement was =
prepared well ahead of the entry into war, as these things take time, in =
my experience.
Bidding time is usually a few weeks, and thus, I feel sure that =
Halliburton wrote the scope of services themselves, prompted by Cheney, =
who made sure that the Army Corp of Engineers advertised the bid =
packages (or didnt) in a way that did not give any other companies a =
head up that they could or would want to bid. More than shameful, it =
should be investigated for possible prosecution for illegal government =
contracts.
The feds regulate contract awards, and usually insist that some =
portion of work be done by minorities. Maybe a minority owned =
contractor could pursue this.
