Bidding time is usually a few weeks, and thus, I feel sure that Halliburton wrote the scope of services themselves, prompted by Cheney, who made sure that the Army Corp of Engineers advertised the bid packages (or didnt) in a way that did not give any other companies a head up that they could or would want to bid. More than shameful, it should be investigated for possible prosecution for illegal government contracts. The feds regulate contract awards, and usually insist that some portion of work be done by minorities. Maybe a minority owned contractor could pursue this.CC
