Do they do models of traffic before laying down freeways & putting in
signals or turn lanes, or is it just arbitrary?

Hell, I do models all week long, but even Corey Haim still thinks I'm
being arbitrary.
Actually, that's not true. Corey Haim has not shown brain activity
since 1987, and that was only in response to someone setting his chest
hair on fire.
Furthermore, Miss Yakamoto carefully screens all the models seeking
work at the Labs. That is, she either slams the screen door in their
plasticine faces or deactivates their control chip and disposes of their
wiffle bodies through a fine mesh.
Traffic's a funny old thing. You see, when scientists study traffic
patterns and load capacities and frequency charts, they draw up their
plans based on drivers who are *rational*. Mister Wonderful hasn't seen
a rational driver since he teed off against Bertrand Russell in the PGA
West Tournament of Pagans.
